256kbps is in bits/second. Downloads are in bytes/second. Divide bits by 8, and you will get the approximate download speed.
256/8 = 32, so your 32kBytes/sec is just right...

No one give for sure the answer in YES because internet upload and download speed determined by the server if busy will take time, the youtube server if busy will take time, your computer condition, if less memory and slow processor will take time. But in my experience, youtube videos are in flv the flash format that will not take much time even in HD.
Just your download 20GB download usage allowance is a minor problem.
