   I would go with a PA horn speaker. PA stands for public announcement. There loud, obnoxious and fairly small depending on how loud you want it. Most of them are water proof too. There are some for sale on EBAY for sure. I would recommend running the MP3 player off a simple car audio amplifier. Maybe a two channel amp. Then you could get the head phone jack plug to RCA plug cord( also on EBAY) and plug those RCA plugs right into the amp and plug the head phone jack right into the MP3 player.
