You can install linux for people and charge them for your work. You can use linux to set up websites and charge for your work.
You cannot use the open source code and release it as your own for a fee. You can release it for free.

I recommend LINUX for an OS. It is more stable and is more efficient in its use of the hardware and processor. CentOS is the LINUX you want to use.
Apache is used by far more websites than any other. It is more versatile and configurable than any other. It runs on several different platforms. You leave your options open for the future.
Next you have to decide what language you are going to use. PHP, Java, C#, C++, VB? Tomcat is a Java container. It is good and is widely used. If you go with Java, your code should be able to work with other Java containers. If you are using PHP, then all you need is Apache and the PHP module. You can use IIS with PHP but you will only be able to run on a Windows platform. You could go this way and switch to apache later.
SSL is the only option. This only ensures that the communication between the browser and server are secure. Security encompasses much more than this.
