normally when i'm doing a driver update i'd download the whole thing, catalyst control center needs to be updated as well
But i don't think your inability of running the game have anything to do with the driver...since i know other people with 5770,5850,4850, 4870 cards are running it perfectly..
i'm using nvidia card atm, so idk about ATI drivers much, but did you try restarting the computer? normally that's needed for drivers to take effect too, also where are you getting the dates from? from catalyst control center or from dxdiag? if you are getting it from dxdiag, it's date will be earlier than the driver's date.
For example the newest nvidia driver i'm using now is 257.21, released on 6/15, but dxidag windows tell me it's from 6/7, but nvidia control panel tells me i correctly installed the 257.21 driver. so try and see if that's the problem too

The Accelerated Parallel Processing (APP) Technology Edition contains everything found in AMD Catalyst (the first driver you listed), plus the OpenCL driver. OpenCL gives any application access to the Graphics Processing Unit (GPU) for non-graphical computing, which basically extends the power of the Graphics Processing Unit beyond graphics and allows general purpose computing on graphics processing units.
If you're using Blu-Ray 3D or a Radeon HD 5xxx series or HD 6xxx series graphics card you'll want to use the second one (with APP), otherwise the first one will be fine.

Two things I would suggest and their just total shots in the dark. I'm no expert.
But 1.) check that all the fans are moving, especially the one of your graphics card and power supply. Sometimes a cable or power cord gets pushed in the way of a fan and PCs often respond to overheat issues by shutting down.
2.) run the diagnostics again: find the memory tests and run them for a couple of hours solid. I had one ram chip go bad and it was never detected by the power on self tests which are minimal. But when I ran a real system diagnostic I found that I had a bad chip. The symptom was that windows would start but as soon as I tried to load any program, it would hang or reboot.
