Sounds like you MAY have a rootkit... those are especially difficult to find and remove (may be why none of those scans can find it).
One program that I really found helpful in removing rootkits was something called ComboFix. This is the program tech experts on forums get their users to download and run. You can run it without having to post any logs to the forums.... it will still do its job and scan your computer for rootkits. I'll add a link to an info page (with download links) in the sources.
Another good one for finding difficult viruses is (surprisingly) Microsoft Security Essentials (MSE). It's free and was able to find some obscure things on client's computers. I won't put a link, just Google it.
One thing you could also try is renaming the install file filenames... There are viruses out there that can detect when you've downloaded something like Spybot and they will attempt to block it from being isntalled. Renaming the file might let it go through after you have download it.
My last suggestion is to go with a program like "Browser Hijack Retaliator". This program can check various things like BHOs, your Hosts file, and can reset browser settings to let it work correctly. Give that a try too (can't hurt).
