the only thing I can think that is wrong and assuming your Wi-fi is Ok (although you say you downloaded the correct drivers) is the drivers you downloaded are the wrong ones perhaps for a different board model by the same manufacturer.
if you try to install the wrong drivers you'll get the error message you've experienced.
other things to try are try reseating the Wi-fi card again (I assume it's a PCI card) or try a different PCI slot.
try right clicking on My Computer and click properties click on the hardware tab then the device manager button of the WI-fi is correctly installed physically (not the drivers) it should be listed with a yellow triangle over it to denote a problem if so connect temporarily your xp computer to the router via an ethernet cable to connect to the internet open the device manager again and right click on the Wi-fi entry and click update driver if the drivers exist it should download them and install them for you then you can remove the ethernet cable and use Wi-fi

most belkins come with an installation cd on which you can enter the details of ur pc and it should start working after that. which store did u get it from??? maybye thet can help u
