   You can't decrypt it because it's not encrypted. It is a binary file, not a text file. The file stores numbers, not letters so when the computer tries to read it as letters, it comes up with those funky symbols by mistake. According to Valve, the cfg files should be in unencrypted plain text which makes me think something is wrong with your file.

   if it says that this file cannot be over written, it can mean either two things
   
   The file has been marked as read-only, right click on file and go to properties
   The file is being used by another program
   
   Also note that some configuration files don't always have tesxt in it, sometimes they have binary, sometimes they are compressed as well, it's is really up to the program designer how he deals with the configuration file
