    A hammer and sickle tattoo actually could be considered offensive because of it's connection to the Soviet Union, and their activities around the time of WWII which included persecution and organized starvation.

    However, since your friend is from Ukraine, I would guess that his tattoo is more of a symbol of his people overcoming that struggle. So in my opinion, the school was wrong to suspend him, or even give him any grief about it. He's remembering history, and there's nothing wrong with that. Some people would just rather push it aside and pretend nothing ever happened, which doesn't help anything.
