.dmg is for Mac OS X only, if you have a Mac just double click the file, it will open.
If you don't have a Mac then you need .rpm for for Fedora Linux, .exe for windoze, etc.

If you have firmware 3.1.2 I suggest this guide:
1. Connect the iPhone to your computer, close iTunes and click on “Make It Rain” by blackra1n.
2. When the iPhone crashes in recovery mode, and blackra1n remains in “running”, do not close BLACKRA1N and turn off the phone by clicking on Home + Power.
3. The program will tell you that the operation of Jailbreak has been completed but in reality it is not. At this point, then:
*Close Blackra1n;
*Re-open Blackra1n;
*Click on the Make it Rain
*Turn on your phone

But if you have firmware 3.1.3 you can not do the jailbreak, but you can downgrade the firmware from 3.1.3 to 3.1.2.

Dmg files are strictly for Mac's not windows pc's, perhaps that is where the problems are, the windows equivalent is .exe files.
