Download Netstumbler for Windows 7

You could try Wireshark: http://www.wireshark.org/
I've never tried to do exactly what you're talking about but Wireshark is free and gives a lot of info about wireless packets.

1. Windows will always show the strongest one, not the weaker ones. -70 DB is not that strong, and you probably wont be able to connect to it.
2. Don't steal other peoples internet.
Write down the SSID of the network.
Close netstumbler (to re-enable the WZC service).
Right Click the Wireless Tray Icon and "View Wireless Networks"
On the Left, click "Change Order of Preferred Networks"
Under Preferred Networks section, Click Add
Enter in the SSID and if it uses encryption, set it to WEP, WPA-PSK or WPA2-PSK (depending on the cypher).
CLick OK, then move the network to the top by selecting it and clicking "Move UP" repeatedly.
Click OK/Close, then repair the connection (Disabling and re-enabling works better).
