You're really working a little too hard on this - if you have even a reasonable command of the English language you ought to be able to paraphrase whatever you're using as a source and maybe even avoid plagiarism.
Plagiarism is bad. Using an online tool to wholesale rephrase an essay is sad. Wasting lots of effort trying to avoid making an effort is just plain dumb. Just do the work.

Yes, turning in the same work for two classes is plagiarism. Yes, it IS possible to plagiarize yourself. You're supposed to be doing original work for the class, so handing in something you've done before means you didn't put in any work and deserve the zero you end up with. TurnItIn checks your work against everything that's ever been submitted to TurnItIn, including your previous work, so yes, it will flag it as plagiarism and you won't be able to show that you were the original author. You can use the same topic (unless the professor specifically told you not to) but you'll have to re-work and re-write the proposal, not just cut and paste it.
google is the best thing ever.
just put part of the text in and do a search with double qoutes. if anything comes up then you have a quick lead to look at.
