Wrong section champ. But, it sounds like the problem is that the program never installed properly and as a result the installation feature is missing. What I would recommend is downloading the program over again or manually deleting everything from windows explorer.
Go to download.com to re-install.

Download program, called Revo Uninstaller. It used to be 30days free.it will help you to get rid from unwanted program.
Try Revo Uninstaller (Freeware version) - select the most advanced level and approve all the deletions at all steps. It is safe, free and much more effective than Windows uninstaller.

Google of course, to confirm my advice about it - highly recommended by major magazines.
You should not simply delete any registered program from the Programs folder, if you can help it. If Revo fails you can do it, but then is certainly the time for CCleaner to try to get rid of the residual registry entries. I would additionally run something like the Eusing registry cleaner in that case.
I run GIMP now and then on a linux drive on my netbook, but never on Windows. It's not really made for Windows though some codes are available to supposedly make it work - google "GIMP Windows" and you'll find it. I suggest instead you look for a true Windows compatible alternative, even buy an older (cheap) version of Photoshop Elements that will give you the same functionality and actually work.
