Hi ME !,
There might be a couple of things at play here. Can you copy the error message and add it to your question? That would be super-helpful.
Also, are you signed in as an administrator? If you’re not an administrator, chances are you have restrictions that do not allow you to download and install programs.

I would recommend Uninstalling all Windows Live software that you have, and then re-installing the latest version of Windows live. A lot of times the current version of software might be running behind the scenes and this keeps you from being able to install the latest version of the same software.
