    I thought that Firefox may be able to help here - but as far as I can see in the about:config there are no logical methods of achieving this. Internet Explorer certainly doesn't.
    By default (which by the looks of things cannot be changed anyway) the OS of your system provides full upload bandwidth when it's needed.
    In fact Microsoft states:
    "One hundred percent of the network bandwidth is available to be shared by all programs unless a program specifically requests priority bandwidth."

    One way round is to implement a Quality of Service measure. What QoS (no, not Quantum of Solace lol!) does is to limit the bandwidth used by any one PC. Now this can be done through a good router (you can always get a rubbish router and boot DD-WRT on it - see below) and limit the bandwidth allowance to your IP. Or if you're clever you might just be able to find details of a virtual QoS Packet Scheduler in Windows (see below).
