    You can certainly get it faster than 1 second per frame, 0.2 I think is the fastest.
    However have a look at this free software:

    check to see if all your bootcamp drivers are installed correctly on you windows..
    try downloading and updating to the newest version bootcamp drivers.

    if that doesnt work out.. try to get help by calling Apple Service center..

    it might help if you mention what kind of mouse you are using(trackpad, logitec, apple mouse etc..)

    if you plug-in a generic non-apple mouse and the problem no longer continues..
    it has something to do with your bootcamp driver.
