The answer is yes, the game is in fact free to play and download. Game play is free, but in order to level past certain levels one must purchase a level stone from the D&D Ebberon shop. These can be purchased with real cash or through game money that you earn just by playing the game.
Certain features must be purchased in similar ways, such as the warforged race. Classes, races, and items can all be purchased via the sites in game store but these are not necessary to advancing and enjoying the game.

It's a great game with superb graphics, and if you read the quest stories, they're very well written (especially the pay-to-play lines). Although there are features you can pay for, you can advance to the highest levels in any class (except two) without paying a dime. Doing quests on a harder setting earns "favor" which opens certain features (like the Drow race), and you can purchase anything else you really desire "as-needed." The in-game auction and quest rewards will provide the gear you need in-game, and the only items you would want to purchase from the "cash shop" would be Tomes that boost your stats permanently.
The only real downside I've found to the game is a lower active population at higher levels, making it rough to find groups (and most higher level dungeons are not solo-able).
Get a new computer and re-download.
Or you could beg the computer to work for you.
