    If you mean the Eyedropper tool, then it is easy to reset it. Just select the Eyedropper, then look at the Options Bar on the far left will be another eyedropper. RIGHT click that and then choose "Reset Tool" from the menu.

    Accessing the color picker is usually by clicking the foreground color in the tool palette. I have never heard of this not setting the foreground color when clicked. If that does happen, then I suggest you reset the preferences file (delete it). Here's how:

    Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. choose Yes.

    New Preferences files are created the next time you start Photoshop.
