I quite like that theme, its called Zune. You can download all the themes you need from the microsoft website or you could just search Yahoo! or google for themes, here is a link you could also look through.

Yes I know of 1 website which offers a few free themes.
I do however recommend backing up any important data before using them, windows blinds, or any other theme changing patch for that matter, as they tend to modify settings on the computer and can sometimes cause small issues.
I have never ran into a problem with these themes. They all feature an uninstall so you can uninstall them if you wind up not liking them...

The black one I like the best. "Longhorn"
The bottom one may be a little to much though because it makes your pc look like MAC and the start bar is gone :O.
Stick with 1 of the top 3.
