Assuming you mean downloading from Safari ON YOUR COMPUTER:
Older iPod models could do this - you could operate them in hard drive mode, and dump any files you wanted on them. But the iPod Touch, for whatever reason, breaks with this tradition. The Touch does not operate in hard drive mode.
So, technically, you cannot do what you are asking for without a third-party hack (which I am NOT recommending, but... check the links provided). However, you CAN download free media files found on Safari to your iPod... you just can't do it "straight". You have to save the files to your computer and bring them into (or, if they are photos, sync them to) iTunes. From there, you already know how to get them into your iPod.
BTW, the purchase of an inexpensive USB stick (consumer tech trade fairs even give these away now) would let you do exactly what you asked to do. (Though the stick would be able to PLAY the music, merely store it.)
Assuming you mean downloading ON THE FLY – FROM SAFARI ON YOUR iPOD TOUCH:
This requires a third-party hack. Again, I do NOT recommend third-party hacks! But if you are determined to try anyway, I have provided you with a link.
It is probably easier/safer all around if you merely link to the files you want on your Touch, then download them later on a computer, and move them over to the Touch as I described earlier. (I know it doesn't SOUND easier when I describe it like that, but it still is!)
