the ones you can safely remove form starting up are..

the itunes and ipod services can probably go too
I have an old Compaq Ipaq, I use ActiveSync 4.1 and it works fine. I have Windows XP Pro. But then again, I have XP Pro SP2 so maybe you do need to upgrade, but I highly dont think thats the case.
Try updating your SP2 at http://www.microsoft.com and go to Microsoft update. It shouldnt take very long to update. It is quite possible that you might need to upgrade. I think SP2 has more security features, so you might want it anyway.
