    At first you remove all your dot net versions with .net framework cleanup tool,you will find it here http://blogs.msdn.com/b/astebner/archive/2008/08/28/8904493.aspx then restart your pc and install again the framworks.Then you can verify your installation with framework setup verification tools.You can get it here http://blogs.msdn.com/b/astebner/archive/2008/10/13/8999004.aspx

    Don't know what any of this has to do with uninstalling Paint.net. Your best bet would be to download it and reinstall or repair your current installation. That should fix your problem. If that does not work find it's folder in the Program Files folder and delete it. After that, download and install Ccleaner and go to its Uninstall option and let it clean out any remaining parts. Ccleaner is free and you can download it here:
