If you know C++ that is a good starting point.
Do you know how to make 2D games? The graphical interface is just a section of game design. If you really want to learn game programming you need to do it step by step.
When you search for examples or tips about making games you find thousands of pages with related information. If you start by doing very complex things you will give up sooner or later. So... Start with simple things, like tetris. If you are able to finish coding a working tetris game, then you can move on for more complex stuff.
There is an excellent article at Gamedev.net about starting making games, check first link below (it's old but relevant, search the site for similar articles).
You can think of OpenGL and DirectX as libraries (actually they are much more than libraries) that make available, in a easy way, computer resources, specially graphical resources, for the game developer (check links below for more info about them).
Then there is OGRE and others, which are graphical rendering engines. They use DirectX and/or OpenGL "to provide a general solution for graphics rendering", basically they make the job of a game programmer easier :) when dealing with 3D graphics.
In NeHe's excellent website you can find very nice working tutorials and articles on how to do simple things with OpenGL graphics (and even with 3D graphics). You will find at the end of each tutorial links for C/C++ files. If you can't find files for CodeBlocks, you can easily adapt from DevC++ or VisualStudio files.
