This is a very old Italian song (Napolitan dialect) by Renato Carosone and the original title is "Tu vuo' fa' l'americano" (= you're just a wannabe American!).
In the remix it sounds like he says "Pa-pa l'americano" though... pa-pa doesn't mean anything, it's just a way to sing along to the rhythm, like pah-pah or whatever.
