    This is only proof of a legal yes, "farce". It does not reflect on the rest of Britain, but highlights some serious $ wasting in law enforcement. The pet store owners are not responsible for the mistreatment of the gerbil, although the animal's fate was terrible :( It would take too long to run background checks on every person who walks into a store. But not all of Britain has issues.
